Not just magazines but books and supermarket groceries as well.
It's market forces I assume. Lots of people/companies have things to sell and there is not shelf space for everything. So if you have something new that isn't in demand you pay to get it in places where people might buy it.

If you don't pay you cannot sell your product.

If you have something everybody wants like a new Potter novel the boot is on the other foot, but not for long.
