agreed - the three strike rule became a very dangerus thing in the US, when armed robbers especially wuld try and shoot their way out because they knew a third conviction meant life - pass the AK and the kevlar...

Like Andrew I don't have a problem with the extra tax, though you could argue that our taxes already pay for the prisons etc, so the increase would only fund harsher (life means life) sentences and not be anywhere near as expensive as envisioned.

Roy, I think you'd have a hard time making this credible for a story. For starters if any political party proposed executing forty thousand people, I would hope that more than 46% of the population would be opposed to that. It's unlikely that such legislation could be introduced by any democratically elected government, and a dictatorship wouldn't be particularly interested in the wishes of the people (they'd probably take the money and execute the prisoners anyway).

And I don't think any democratically elected government would pass legislation that involved people opting in/out of taxation depending on whether they support policy measures. It's a minefield.
