On Facebook, Steve Upham of SD has clarified that it's open to anyone, not just writers resident in South Wales and/or previously unpublished (which is the impression I get from the introduction).

Also, as there doesn't appear to be any prize other than publication, I'd say competition is a misnomer - it's simply an ebook that's now open to submissions IMHO.

I think it says in the small print that the best short story will win a selection of both publisher's books. Thanks for the info!
